FUNCTIONS OF THE BUREAU
The Bureau is responsible for :
- the management and administration of the affairs and facilities of Parliament and its organs;
- regulating the procedures relating to the financial, organisational and administrative needs in accordance with Financial Rules of the AU and matters concerning Members and the internal organisation of Parliament and its organs;
- determining the draft agenda and the programmes of the sessions of Parliament;
- determining the establishment, plan and structure of the Secretariat and lay down regulations for the staff, including their terms and conditions of service; and
- proposing to Parliament for adoption the establishment and job descriptions of its support staff;
- proposing, to the Pan African Parliament, the appointment of the Clerk and Deputy Clerks to Parliament;
- the preparation of the draft budget and its presentation to the responsible Committee;
- coordinating and harmonising the functions of Permanent Committees;
- any other matters in accordance with the directives issued by Parliament; and
- carrying out any other functions as may be prescribed by Parliament or incidental to these functions;

MEMBERSHIP OF INTERNATIONAL ORGANISATIONS
A member of local, regional and international organizations. Currently holding position of the Fourth Vice-President of the Pan African Parliament, have been a Member of the Pan African Parliament from 2003 to date and a Member of the Inter-Parliamentary Union for ten years.
POLITICAL HISTORY/CAREER
My political awareness started in 1965 when I was a secondary school pupil at Chegato Secondary School in Mberengwa in the Midlands. By then there were two major political parties, ZANU and ZAPU. I belonged to ZANU. By the time I joined the University of Rhodesia in 1971, my political involvement had very much widened. I became a member of what was then the Shona Society that was an underground awareness group of ZANU student members. In this group were other members as Dr Witness Mangwende, Willard Chiwewe, Simba Makoni and David Karimanzira where I was also a member of the S.R.C.
As the SRC, we spearheaded the rejection of the Pearce Commission White Paper for an internal settlement. I became very actively involved in politics resulting in me being taken to prisons/cells on several occasions particularly during vacations. As a group we together formed the African
National Council which was led by Bishop Muzorewa and Canaan Banana during the Peace Commission Period.
However, after the rejection of the Peace Commission, those who belonged to ZANU PF formed the People’s Movement which was the internal wing of ZANU which operated from Mozambique during 1973. I became the Mashonaland Provincial Secretary and at the same time held the position of Chairman for
Mufakose District where I worked with members who included Zhakata, Samkange, Chimombe, Java and many others. At provincial level I worked with Senator L. Munotengwa, Albert Taderera, Dr. Pswarayi, Joseph Jekanyika, Vambe, Sabina Mugabe, Hunda, A. Midzi and many others. I worked with freedom fighters
during the liberation struggle where I recruited a number of young people and ferried them to the boarders. The car that I used to ferry the recruited was burnt by the Smith regime. I also supplied clothes and food to freedom fighters during the liberation war. Thus I made my contributions during the
liberation struggle from within the country.
I held the following political posts : Provincial Secretary for the People’s Movement (1973 – 1978) for Mashonaland East Province; ZANU PF Secretary for Transport (1979 – 1985) for Parirenyatwa District (Harare);District Chairman (1986 – 1987) for Chakaeva District – Mberengwa, Midlands Province; Provincial Youth Treasurer (1987) for Midlands Province; ZANU PF Central Committee Member (1987 – 1994); Provincial Vice Chairman (1994 – 1995)for Midlands Province; Provincial Secretary for Administration (1995 – 2000)for Midlands Province; Member of the ZANU (PF) Central Committee (2000 to date).
CAREER IN GENERAL
My working career ranges from Managing Director for J.McD Enterpreprises
(1991 to present), Chief Administration Officer for Chitungwiza Town Council (1981 – 1990), Manager for T.M Supermarkets (1977 – 1980), Import/Export Clerk for Metal Box Company (1973 –1976). I was mostly involved with industry and commerce. Equally, I had a lot of experience in local government administration, in labour management and in personnel matters. Because of the managerial and experiences and training I had. I had a passion for financial management issues.
PARLIAMENTARY CAREER
I was elected to represent Mberengwa Constituency (Midlands) from 1995 and was re-elected in 2000, 2005 and in 2008 elections for the same constituency. I was appointed Government Chief Whip in the House of Assembly from 2000 to 2008.
I was Chairman of the Liaison and Coordination Committee and Chairman of the Ad-hoc Committee on Insider Trading, and was a member of the following:
